In the manga they clearly state that annything it PIERCES will be sealed

Not annything that it simply slashes or touch, it must pierce right through the body in order to seal

Look in the manga when itachi fought orochimaru he said "annything it pierces"

And we all know that its MUCH harder to stab someone in the chest, than simply slashing it

So there you go and thats my theorie, what do you guys think
