Because there are some people who don't want to give up what they have gained through wars by bringing up peace, so they keep the wars going in order to gain more money and power. The people that follow their orders are simply their tools, which obey their will in the hopes of getting some share of their wealth. Putting it simply, there are powerful people that don't want to lose their wealth that cause things like wars.

Because peace cannot be obtained without war and that peace will only be temporary. Everyone in general wants peace but they want to be at the top. If all the world leaders came together there will be no solution because all the leaders wont have trust and would want a powerful position that cannot be shaken.
