So Onoki has enough chakra to take down 4 Kage? I think is not that simple. IMO everyone has almost equal chances.

If he flies, no one except Gaara can hit him, A would obviously go for Mei or Tsunade first since he can one shot Mei and blitz, and cut Tsunade's head off. Gaara would go for the one A didn't kill and it will become a 3 way battle.

What can Gaara do to stop him from flying when there is no intel? He wont even know Onoki can fly in the first place. Once Onoki flies no one but Gaara can touch him so Gaara will be taken by Onoki while the others fight on the ground.

Onoki has by far the biggest chances here, the dude can fly, can make the other people light or heavy and has the strongest Ninjutsu out of the 5. And in mental attributes he has the most knowledge and fighting experience.

Take Onoki out and you have quite a debate.

if we go by current kage, all of them should have intel on each others abilities. To be honest it would be an even brawl. Here's why:
-Mei would put up acidic mist, blinding most of the opponents and causing them pain from the mist. Ohnoki and Gaara would have to fly out or Gaara could use senor sand to locate his opponents in the mist. A is kinda screwed since he has no way to locate any of the other kage so he goes out first imo. After that, it's a total toss up
