It could be argued that Obito is fast since he can teleport with Kamui (but he doesn't use it the same way Minato's uses FTG).

But then again, early in the series a bunch of ninja are seen popping out of nowhere in smoke clouds. I really don't see how that's different from FTG, but whatever, Kishimoto.
