Nice list but i disagree with some positions especially Yagura's position. There is no way a Perfect Jinchuriki controlling a Tailed Beast like Sanbi is weaker than Tsunade and some other people you listed

But Yugito was able to transform too, and Hidan defeated him. So IDK.

if you're including hype.. Kabuto stated that Hiruzen had a world known reputation of being the strongest kage..Onooki was tsuchikage for a while.. meaning kabuto hinted since p1 hiruzen > onooki..

Hey hey how did the Raikage suddenly butt in? I was comparing Muu with the Mizukage. If the Raikage is stronger than Muu (doubt it) he is stronger than the Mizukage too ( but that isn't the case in your list) .

All in all the list is ok but some minor details should be corrected for it to be perfect.
