The only ninja's that can truly stand up to itachi is Madara n MS Sasuke. Here is why
His genjutsu alone is can only be matched by an uchiha so that eliminates pretty every ninja
His ameterasu is faster than every ninja except for maybe 5 ninja but they can't compete with his genjutsu.
Their is no reason to bring susanno into the situation

Is there a ninja that you can think of that is on par with itachi genjutsu and have the ability to dodge or counter ameterasu other than madara and sasuke

Only someone who shares Itachi's bloodline can escape tsukuyomi. It's been stated by Itachi himself and Naruto and Kakashi also stated this please read the manga. So yes if he catches you you're dead simple as that. I'd say he can one shot most chars in naruto thats just my opinion. Totsuka Blade one shots anyone as well as Amatersu, and Tsukuyomi.
