Beings ressurected with the Edo tensei are come back in their most healthy, most powerful, and best form right? Well.... When Orichimaru summoned Hiruzen with Edo Tensei he appeared in his old age which we have already seen and have a pretty good idea of what his power level is like.
Conclusion: So called "Prime Hiruzen" does not exist because his prime was actually the end of his life, or he just did not get any better or worse with old age. Some say this might not be true, but you did not see Madara, Muu, or any other hokages coming back as old geezers. Don't Flame me if I am wrong, but if this is true then everyone can stop blabbering about "Prime Hiruzen" being the best ninja ever.

Anyway, Hiruzen is a Sarutobi so he must have been in his prime around 16. Though he would've needed experience to become a true beast, so around 22 would be more realistic.

No they come back with all powers in tact in the body they died in.

Example nagato had all his powers (But his legs were still weak)

hiruzen died at old age so he was brought back at an old age.

Fanboys although Hiruzen was a powerful kage.He was not the strongest.He was the strongest kage of his time not of ALL time.

Because Kabuto made some modifications to his body, so that he'd be restored in his youth, while still retaining the Rinnegan and Senju DNA.

If Madara had been raised in his prime, he'd have been raised only with the EMS, but no Rinnegan :y
