Every person in Uchiha Clan who revieve his Sharingan had some sort of pain which they cannot bare as a normal human being. Thats why, they have their Sharingan. And the pain rise, they loose their ability to reason with. They cant think normal or fare... Could you allow this kind of persons in daylight? Now, in the world we keep those kind of persons in metal hospitals couse they can give harm to themselves or anyone... I think this is what Tobirama was trying to do, give them a freedom with a short leash... I cant blame him...

natural counter measure.

I think the main problem with the uchiha is just, they learn how to achieve stronger powers
and build some kind of addiction to it, thus going in some sort of power wanting trance where
