As you should know by now Orochimaru was 1st in line to be the 4th Hokage and was passed on based on his beliefs.. so with that being said is it safe to assume Orochimaru > Minato..

minato shows him the proper respect as his elder with the Orochimaru-san..and minato is so suprised that ORO' S doing all thisthen orichimaru stands there and laughs at minato and said you underestimate me..

that's true. Orochimaru was expecting to become the Fourth Hokage since he was excellent and a fine shinobi and most of all he was the favorite student of Hiruzen, the third hokage. He knew Hiruzen will vote for him for the Hokage's seat. And Hiruzen too wanted Orochimaru to become the Fourth Hokage. He would choose Oro if the tie would be between Minato and Oro. But soon Hiruzen came to know about Orochimaru's deadly experiments and urge to learn the forbidden jutsus and hence he chose Minato Namikaze the next Hokage and he was proud of his decision. Orochimaru wanted to become the hokage so that he can experiment on the living humans and there will be no one to stop or question him for his doing.

Orochimaru was considered before Minato because of his age. He is older than Minato, making him more experienced. But then, Oro betrayed the village, postponing the coronation of a new Hokage. Which was then given to Minato.

Hiruzen wanted Oro to be 4th hokage due to being older and wiser and at the time he would of been stronger then minato however the third found out about oro's experiments and other deeds and believed if oro had something to defend hed become good again however the third misjudged oro's personality and intentions, besides oro declined and reason Minato shows respect is because its the right thing to do not because oro is more powerful :l

Orochimaru is strong. Minato is strong. If they both fight, i doubt either will escape alive. Both have the cunning brains, superb jutsus and the killing instinct that sets them apart form others. I'd say they both would end up in a draw.
Orochimaru was considered for Hokage but it was rejected after Hiruzen found out about his experiments. Then i guess Jiraiya was considered but he passed it down to Minato( i remember reading it somewhere. Could've been in the manga or a filler arc in the anime).

I believe he called him Orochimaru-san as a sign of respect because Orochimaru is older than him and Oro was once his Sensei's teammate too.
