Personally i think tobirama done a pretty good job as hokage, he does have a ruthless streak about him so im surprised that he didn't give into temptation and try and wipe out the Uchiha in saying that he didn't really give them any other
choice than to try and take over e.g

Looking down on them
Giving them the police force and the hate that goes with it
Having ANBU spying on them

Some say tobirama was a harsh hokage but he was also primarily responsible for establishing Konoha's organisational system my question is:

How would you deal with the Uchiha if you were in tobirama's position, I think i would have gave them there own village out of the country, let them flourish in there own right and not even bother trying to meddle in their affairs.

I would gently place my Nuts ontop of their heads without them doing anything about it every day until they know that I'm in charge of the Leaf Village and they can't do anything about it.

Keep your friends close and your enemies closer if you give the uchiha their own country/village it's almost like saying "hey the truce is over get out of dodge" then you're back to square one with the Senju/Uchiha family feud (where's Richard Dawson when you need him?) Besides if the Uchiha truly felt subjugated why not just leave quietly?....

As long as nobody breaks a law they have to be treated with some respect and Tobirama has/-d no respect for the Uchiha clan, due to his own personal opinions and misconceptions. His words imho hide spite and fear. There are not many things someone can do to convince me, that after what we have seen from Tobirama, he is not responsible for the worsening situation and failed as a leader to further the unification of the village.

Firstly, one of the things the hokage of that period ought to had done would be to ease the incorporation of the Uchihas who obviously wanted to be part of the village! Even the Madara sympathizers either could not convince the rest to abandon the Leaf, or did not want to leave the village. That says something about the clan.

Secondly it was wrong to associate the military police only with one clan. They had sole responsibility and accountability. It's not that different from what happens in the real world where in a lot of places police members come from specific social classes. Then everybody hates that group because they get authority and some might even abuse it, and that group of people hates the rest because they hate them!

Now it has been also confirmed that Tobirama was the one who pushed the Uchihas to the outskirts of the village and it was not done after the fox attack. Another big mistake! That's actual physical segregation! Not just psychological as is the above. This is like an Uchiha would have to walk inside the village IF and ONLY IF there was a reason for them to actually enter Konoha, the village they were part of! I hope they didn't have to use a passport to go in and out.

My point: Tobirama was dead wrong in his actions as hokage with his treatment of the Uchihas and the fact that Madara had warned the clan about sth like this only made it easier for heretic opinions to grow stronger and stronger. The actual responsibility falls on the leader, though: Tobirama.

What could somebody do? The exact opposite of what Tobirama did. Do not isolate them, do not associate them with the military police or any policing as a matter of fact, that they have the sharingan doesn't make them prime candidates. Tobirama himself explained how the sharingan is connected to their emotional state. He knew of this and yet pushed the Uchihas down a path that could and would bring bloodshed! Keep them in the village, let them pick the jobs they want to have and make it clear that as long as everybody plays by the rules (rules that do not exclude or segregate) nobody gets harmed.

Would they allow themselves to be treated as individuals? I'm sure if something were done to a few Uchiha, a lot more would take it as them hating the Uchiha, causing more and more of them to revert back to Madaras ways.

I think it was always doomed to fail when the Senju and Uchiha formed together.
