Who was the best Hokage? Who fulfilled there duties as Hokage best? To sum it up, if you had to vote for Hashirama, Tobirama, Hiruzen, Minato or Tsunade for the Sixth Hokage, who would you vote for.

It seems that Hashirama is what most people want. Hiruzen and Tobirama are in a struggle for second place, Minato is clearly next and Tsunade is nowhere to be found,

Tobirama is at the bottom of the list because his bigotry greatly contributed to the suffering of later generations.
Minato is 4th because the Senju/Uchiha tension was coming to a boil during his reign and he did nothing to interfere so far as we know.
Hiruzen is 3rd because even though he took action, the legacy his actions left behind are not necessarily desirable. And he wasted he kind of died for nothing.
Tsunade's second because for the most part she has been a good leader, afforded too much leniency to Sasuke, but she keeps the majority of villagers safe and keeps rather good control of the political climate around her.
