I wouldn't say that his "intelligence" was on par with a Hokage's.

Like others have mentioned, "reasoning" fits better.

Nope, the *********** translation is says "wisdom".

Wisdom Definition:
1 The quality of having experience, knowledge, and good judgment; the quality of being wise.

2. The soundness of an action or decision with regard to the application of such experience, knowledge, and good judgment.

Intelligence Definition:

1. the ability to learn or understand or to deal with new or trying situations : reason; also : the skilled use of reason

2. the ability to apply knowledge to manipulate one's environment or to think abstractly as measured by objective criteria

sounds a lot like Itachi to me.

No problem. I had also thought of "wisdom", but it's a bit far-fetched to say that a 7 year old is on par with the 20-30 year olds of the time in that respect. Hyperbole much?

I can't see a 7 year old Confucius. Hiruzen was simply being kind in Itachi's honour.

Sure you could look at it that way, but you also have to take into account that if he were Hokage he wouldn't have any intell on Obito's group of tailed beast hunting groupies. By the time they made their move he would have been behind the 8 ball. This chapter basically proves he was the one sending the J-man intell
