Why didnt the second appoint danzo as hokage?

I know how he eventually came to the conclusion that Saru was the rightful choice. But after reading today's chapter it seemed Tobirama had many Danzo-like attributes it would seem more logical for him to pick a more no nonsense person like himself to be hokage in his stead and Danzo seems like the ideal student for him.

Pretty much this. He was strict and harsh when it came to the Uchiha, and despite not trusting them he still tried to put them in a place that they'd be effective. He may have similar traits with Danzo, but he cared about the village and understood what it needed! Not an iron will, but a will of fire
