Which Characters are not Underrated or Overrated?

In general, which characters does the Base think are perfectly rated characters (not over or underrated)

P.S. I understand that every character has been overrated or underrated by practically everyone, but who is the least under/overrated in general?

List:

Shikamaru He is overrated since people say he beats so and so because he is smarter. For example, people thinks he stands a chance against Temari.
Rock Lee
Guy
Gaara He is overrated since people think he can beat the likes of Madara, Hashirama, Sasuke, Itachi, DSM Kabuto and Minato.
Darui
Killer Bee
Chouji
Kiba
Ino
Second Mizukage Lately he's been getting a bit overrated but it is only a few trolls. I'd go on to say he is somewhat underrated.

You forgot your favourite character Neji who is neither overrated or underrated. I think the same goes for Asuma. People who aren't OP don't get overrated or underrated.

I dont think Shikamaru is really overrated all that much considering that he only has a few jutsus and very limited offensive power. His brains are a big deal, but rarely does anyone really say that he can beat someone purely through smarts.

Gaara being one of the 5 kages is actually somewhat underrated with his impressive defense and offensive, battlefield altering capabilities with his sand jutsus. With his near limitless control over sand, he is quite capable of defeating many types of fighters.

The 2nd Mizukage is defintely not overated/underrated at all except for the recent thread someone made about him taking on 6+ kage level shinobi.

Neji and even the hyuuga clan in general are completely underrated on the base simply due to their limited screentime and the sheer volume of Uchiha fans who love to bash the hyuuga.

Asuma is actuallly quite underrated for some reason despite being able to fight against the immortal duo with shikamaru and hold his own for a while without intel.
