Which Characters are not Underrated or Overrated?

In general, which characters does the Base think are perfectly rated characters (not over or underrated)

P.S. I understand that every character has been overrated or underrated by practically everyone, but who is the least under/overrated in general?

Adult-wise, probably Guy. Gaara gets a pretty fair rating as well. Also Killer Bee.

i think Kiba, or Tobirama, i dont really see people underrating nor overrating them.
And Gaara is one of the most overrated characters on this base

Pfff in NB??
Nobody.
Everyone is something-rated from half NB and the other half NB fights with them cause they are something-rating them.
And then another chapter is out and we find other reasons to fight.

Sure.

Aside from the debate over 1v1 members of the K11, I do think the tiers in which they're rated is pretty consistent.

I think Chouji gets the credit he deserves, along with Kiba.

People seem to understand that Ino is a support fighter and nothing more. The rest, I think, tend to get either overrated or underrated more often than not.

This isnt a list on who is overrated, but is the least over/underrated in general by the Base.

Second Mizukage isn't overrated. At least I haven't seen anyone overrate him.

plenty of characters like the ones listed in this thread...
but the overated ones like Itachi,Minato..
they have techniques that could defeat anyone in Narutoversexd

tobirama. because theres simply nothing there to overrate.
itachi is one end of the overrated spectrum. and sakura the other end.
