Who's the master of creating Jutsu? Minato or Orochimaru?

Also second is sasori believe it or not. What people also forget is sasuke.
He created 3 A rank techniques and 1 S rank at the age of 16, Impressive yet nobody mentions him

Maybe 18, 19. He died in his early-mid 20's, so it couldn't have been too far off.

Don't compare anyone to oro in this regard the sage is the only person that i see surpass him. He is a scientist, a researcher, he has many base where he experiment and he has been experimentin and researchin for the past 30yrs.
