People often thrown this phrase around. Its partially true, but not in its entirety. Never will a generation surpass another generation entirely. I think most of us can agree the only people at the moment in the Manga that have the chance to surpass the last generation (And the one before it) are Naruto and Sasuke. Its never implied that the entire generation will just become superior. Only certain people and aspects become better because of the tutelage of the previous generation.

Example: The generation before Tsunade's didn't have a medical system. In her time she developed the medical system that is used in the entire Shinobi world. This has now been passed down to this generation.

Another example: Before Hashirama and Madara's time it was likely that the world was in constant war and turmoil until they formed Konoha and the villages went viral. This made things more organized as opposed to the turmoil it was in before.

Bottom line, the next generation will have the basis for their generation because of the previous generation and will advance upon that which is subsequently passed down in a constant cycle (Think Einstein's Theory of Special Relativity and how many theories are derived from it and abide by its rules).

EDIT: Title should be "The Newer generation surpasses the Previous generation"

Kakashi didn't surpass Minato.

That was never implied but him and Naruto will both surpass him respectively.

Yeah its called taking what you got and developing it better :)
I guess this is what the TL;DR version would be lol.

Im pretty sure alot of people knew this and yea they did but not by much at all
If people would, they would have an understanding of it and not toss the phrase around without thinking before hand.

I think what's meant here when it says surpassing the older generation is that the newer generation surpasses the older because they inherit the wisdom of the previous generation to avoid the mistakes they did during the past.

I've always thought of it as an overall kind of thing. Not that everyone becomes stronger than their previous senseis, but that there are just more people that are strong. Hashi era you have him, Tobirama, Madara, Izuna, Muu and a young Oonoki, as far as I can remember. Next generation you have Hiruzen and all the other Kages plus those tailed beast twins I can't remember the names of right now. Then you have Jiraiya, Orochimaru, Tsunade and so on and so forth
