Minato knows plenty. He seems to be the best seal user in the Naruto universe. Unlimited chakra means he can spam FTG until he gets a clear shot.

He reacted to a V1 A (last minute, after dodging a jutsu no less). Which is about where Minato's (and Itachi's for that matter) Shunshin speed is.

V2 A, KM Lee, and Naruto are the only ones that Madara shouldn't be able to follow.

if your run off the mill Suna Shinobi knows sealing techniques that can seal people I expect the seal specialist to know it.

He sealed half the Kyubi. He can seal Madara.

Madara has no seal feats. He has no way to defeat Minato. Meteoring him again and again doesn't count as a win since he will keep coming back, and even if he tried that, Minato can still warp away.

I also think that ranking Minato's base speed to A's V1 is over the top. He's not THAT fast, imo.
