In a battle A would beat her, but Tsunade overall is stronger and more versatile. She is super strong, temporary immortal, she has a boss summon, and she has some pretty lethal offensive medical ninjutsus.

I know, but Tsunade's reputation is higher then A's. I respect her, that's why I put her in the 2nd place. But thats just my personal list.
