here kakashi used the rasingan

Well, he copied the Rasengan without hand seals... so yeah I think so

He copied some of Rock Lee's taijutsus. Those don't use handseals. So I think that means he can copy anything. I think that the reason Kakashi was limited in going beyond copying the rasengan is both because the fourth couldn't take the jutsu further, and even if he was able to, Kakashi doesn't have the right element to be able to copy it anyway. That's the complicated part he's talking about and the reason Naruto is kind of on his own in taking it to the next step.

when did jiraya say that?
even if jiraya said that ,it doesn't mean kakashi didn't copy rasingan?
kakashi's knowledge about sharingan better than jiraya's knowledge as kakashi use it already

The rasengan doesn't require handseals. Naruto sucks(sucked) at chakra control, so he needed to two more clones to help balance his rasengan.
