because it was heruzen who told oro that ''its a jutsu you(orochimaru) know nothing about.''
maybe thats when oro started researching about it and found out the secrets about shinigami.

possibly old uzumaki scrolls... ? after all the mask was in an uzumaki temple

and it is an uzumaki sealing tech so it would be only logical for him to attain info from old uzumaki scrolls ...

OP.. not all hiruzens fault he wasnt expecting oro to be able to reverse it... hiruzen probally thought that there was no way to reverse it
