Low lol. Kages- Tsunade, Mei, 4th Mizukage,4th kazekage.
Mid lvl. kages-Gaara, 2nd Mizukage, A, Tobirama, 3 rd Kazekage.
High lvl. kages-Hashirama, 3rd Raikage, Muu, Minato, Prime Hiruzen,Prime Onoki.

Many of my rankings r just based on asumptions since we Di not know the full extent of their powers.
