When was the scroll written and who wrote it?!

This can't be an ancient scroll because many of the things used to bring back the "ones who know everything" happened pretty recently. 2nd Hokage developed the Edo Tensei and the 3rd and 4th hokage didn't die very long ago, so who knew all this stuff to write it on the scroll?

I'm thinking it was written during The Sannin's life time or maybe even later so, who could have written it and why did they do it? Weird

It was written some time after orochimaru lost his arms. Obviously he would do research on how to get it back. He also told jiraiya and tsunade he has another method to get his arms back. I guess the scroll was it, but he was too weak to do all this by him self.

And also sasuke wasn't going to help him do all this before, he just cared about killing itachi. But now it favours him also so he is helping.
