What if Orochimaru makes the mistake of giving Tobirama his consciousness back? As we all know Tobirama is the inventor of the Edo Tensei, he would break the jutsu easily, anyone who knows the handseals for that jutsu can break out of it, maybe even Hashirama knows it too.

Maybe even Hiruzen knows it too :| He did know all techniques of Konoha, Edo Tensei being one of them.

Since they need a mind for answering Sasuke the answers he need, Oro will give it to Tobirama.
Then Tobirama would cast the hand seals, but I doubt Oro is unaware of that. He must have something up his sleeves.

They don't need free will to talk to Sasuke. Even after Oro put the talisman in the Hokages in the first fight, they could still converse with Hiruzen.
