i understand what you mean.i guess this works in hiruzen`s case because iruka who knows nothing of the full extent of hashirama`s power was ignorant to proclaim hiruzen the strongest hokage.kabuto on the other hand is way more informed and i think we could take his words of hashi being the strongest for granted.it`s just about who the information is coming from like you mentioned in your hulk example

So if you put kabuto's word over iruka's becuase kabuto is more informed, then that means you have to put orochimaru's over kabuto's becuase orochimaru taught kabuto everything and still knows more than him.

Iruka was speaking in past tense how Hiruzen was the strongest, not present tense. Hashirama fans like to misquote and they ignore what Hiruzen told Iruka. "Hey, Iruka!! Don't speak in past tense!!" Hiruzen in his old age stated he IS the strongest.
