There were five souls that came out of the RDS. Was there a fifth person trapped in there or was the fifth soul Oro's arms. It could possibly be the reason Kishi had 6 Zetsus inside Sasuke. Oro could possibly be saving the sixth one for who ever that fifth soul was.

Actually he didn't resurrect himself, he just took over that Zetsu body with his special technique.

If he resurrected himself Sasuke would have sended him to the otherworld straightaway.
