There´s always the instance of a national power growing weak, don´t really care about the low number of developed Suna nin but Gaara was merely taken out due to restriction in intent (protecting something important can be both hindering as well as strengthening at the same time) and Deidara used some nasty cunning against him together with his powerful explosive abilities. Sunagakure might be the least powerful of the Five Great Nations, but it would be kinda stupid to believe no supernation won´t weaken terribly over the years. Besides that, the terrain and environment of their country doesn´t really give a lot of resources ya'know. I´m also slightly disappointed by the lack of truly developed characters stemming from the village, but I sure ain´t complaining.
