Nope, Oro was a little kid when it was the 2nd's reign. It was the 4th Kazekage.

we don't know if he was one shotted. that could have been the very end of the fight. elaborate fight we don't see then oro catches him with a kusanagi to the chest and **** talks. I think he has the same exact style as his son and kishi didn't want to make scenes of him fighting because too many sand users would be boring same reason obito and madara aren't spamming rinnegan techs

- any kenjutsu or kunai/shuriken user is literally fuked if they try to go up against him. magnet release
- when he was attacked by orochimaru it was clearly an ambush, kimimaro was possibly there, and 4th implied orochimaru went for a test run with ET on him before rezzing the senju bros. he probably had to take on 1st and 2nd kazekages.
- kabuto talked about him as if he was a strong opponent since it was supposed to be impressive to take down a kazekage
- they dont just make any old noob a kage. especially a village who had sasori in it. hell they chose 4th over chiyo. if theres no one strong enough then time will pass till there is, which is what happened before gaara got the job.
- against gaara, gaara was not only fighting in his best location, had onoki with him but also the 4th basically gave up once he saw his wife in gaaras sand. whats more, he had kabuto controlling his movements so he wasnt giving it all he had.
- he stopped a 100% full bijuu rampage. only a few have ever done this (third raikage, minato and mito). so 4th is in their league of power.

how do you know it was one attack? nowhere was this ever established in the manga
