note: i call him tobi when he wears a mask. obito when he doesn't.

tobi could easily ressurected the ten tails, before fighting bee and naruto, before getting the rinnegan, even before fighting konan. how? he had an alliance with kabuto before he fought konan, and could have had kabuto edo kinkaku and ginkaku, then sealed them in the gedo mazou, thus giving him the juubi. he could then make himself the jinchuriki, activated infinite tsukyomi and basically won the war before even declaring it.
this way kisame lives, naruto gets to think he is hokage, and madara waits to be resurrected by a few billion brainless zombies who will never bring him back.

ps, i am not to sure if he could do that without rinnegan, but he still would have won the war very early on.

He doesn't have the ability to perform Tsukuyomi. On top of that, do you really think that Kabuto would have just let him resurrect the Juubi like that? Remember that Kabuto ultimately wanted to see the shinobi alliance and Tobi's army destroy each other.
