I've theorized that Oro's scroll would allow Sasuke to travel back in time and meet TOWKE, but what if it also gave Sasuke time manipulation jutsu, hence Suigetsu's words "With this (scroll) we Hawks can rulle the world!" would that make Sasuke too powerful even for Naruto standards?
Time Manipulation - The ability to manipulate the flow of time.
The user can manipulate the flow of time of a general area or a specific target in various manners, the basics revolving around accelerating, slowing, stopping and even rewinding or looping. The range of area affected is proportional to the mastery of the user, with top levels can affect the entire space and time continuum.
Since "time" exists and flows within "space", the two are interrelated, and by manipulating time, one is basically distorting space proportionally. The effects of this relative distortion can vary, such as controlling time of a mere object or person may not affect the space they reside in, but to twist the time-stream of a region of space can cause the area itself to warp. Due to time existing in one space, manipulating it cannot affect another dimension.

Chronokinetic Combat (Jikanjutsu) - The ability to utilize time with physical combat. Technique of Time Manipulation and variation of Elemental Combat. The user is able to utilize time manipulation with their physical combat, making their attacks appear extremely fast while causing the victim to be slowed down.
Temporal Slicing - The ability to slice through the flow of time. A sub-power of Time Manipulation and variation of Spacial Slicing. The user can slash through time and destroy anything occupying the said point in time and alter history itself by destroying certain objects, people, etc. By cutting open the time-space itself, user can either open up a portal to travel through time, or control the speed of time depending on the cut's properties.
As "time" flows within "space", slicing through time itself will also mean slicing through space . As such, Temporal Slicing always carry the effect of Spatial Slicing, which means the time cutting effect can cut through absolutely anything.
