Well, the 9 tails said that Naruto surpassed his parents... Since then people seem to be underestimating Minato! He fought Obito and didn't have any intel on him, and basically won the battle. Also fought the 9 tails, and could have killed it with the Soul Taking Jutsu (don't know the name).
He's clearly in the top 5 of the ninjas in the whole naruto manga (naruto is there too as well as six paths hermit)

Boy top 15? Let me do a quick top 5, ignore the order: Naruto, Sixth Path Hermit, Minato, Madara, Killer Bee (1st Hokage could come as #6)... This was a quick top 5, so didn't think of all the ninjas, but I think it's fair
