^See, how fast Naruto is going with his Kyuubi speed....it's almost impossible to keep with a normal eyes, but with 3 tome Sasuke was easily seeing all of his movement.

You forget that Neji had also fought evenly with naruto with kuramas chakra in the chunin exams and only lost due to his arrogance at that time. Granted it will be harder for Neji to land a hit, due to the sharingan, it isn't impossible simply because he can move hands extremely fast.

Sasuke has nothing in his arsenal that could get past rotation, including chidori, even in his CM state, so its not like he is going to power his way through either. Not only that, but the gentle fist is capable of shutting down his chakra points of even Sasuke in CM state. This would be a good match, but overall this would go to Neji with his handspeed, gentle fist taijutsu skill, and powerful rotation.

Naruto took advantage of Nejis cockiness and used it against him so that he could fool Neji. Neji won't do the same for someone like sasuke.

CM2 doesnt work like kuramas chakra because if it did, then Kidomaru would not have been affected by Nejis gentle fist when they fought. In fact, once Neji had finished, the CM had completely receded.

Even black shidori wont be able to penetrate rotation. Its just the same justu but with more power, meaning it can cut through objects much easier, but saske has to be able to reach all the way into the 2-3 meter radius of rotating chakra that separates the outer edge of the dome and Neji. The jutsu itself will have a hard time sinking in from the rotating chakra constantly pushing it aside and Sasuke's arm is not long enough to reach Neji in the center of the jutsu. Eventually Sasuke would be knocked back once his entire hand has penetrated, but the other part without chidori would be knocked aside.

Neji in part 1 has a 3 in intelligence while Sasuke has a 2.5, so Sasuke is definitely not smarter than Neji at that point in time.
