Would Madara's strength ever become the norm?

Centuries after the war, would the average shinobi be as strong as BM Naruto or Madara? It is stated that the generations surpass the previous generations. Then the best shinobi would be around Goku's level or such.

Super saiyan was rare in the Frieza arc. In GT, there were super saiyans everywhere. I know that's crappy logic, oh well. I'm not taking this thread seriously anyway. Lol.

Lol the next series after Shippuden will be the bridge that connects Naruto to DB, and we find out this was all just a prequel.

Kankuro stated that no one could touch Gaara in part 1, Madara just raped him and 4 other kages so he was wrong. My point is that the manga constantly states things over and over and then things doesn't work out that way anyways. At least to me it's pretty obvious that no one but Naruto atm can compete with the likes of Madara.
