In chapter 593, Suigetsu protested in reviving Orochimaru, and that even if he was revived, he would not be able to use his arms:
Then Suigetsu says "But that's the danger here, he'll go after your body again"
Now, this is a rough translation, a more faithful translation from the original text is "he will try to take over your body again"
In the next panel Suigetsu says : "If he finds out about this war, he'll definitely want to take part in it"
Then in the following panel: "Then we of the Hawk would have to raise arms"
Now this is peculiar, Orochimaru's hands are sealed and yet Suigetsu is afraid that Oro would take over Sasuke's body again, knowing full well that Sasuke having the Eternal Mangekyo Sharingan is now vastly more powerful than Oro and yet he is afraid that Orochimaru will take part in the war if Sasuke was in charge?
So how do you resolve this seemingly contradictory statements? reviving a weakened Orochimaru and yet still having the capability to take over EMS Sasuke who is now vastly more powerful than him? and at the same time, take direct charge/control of Hawk (Sasuke, Suigetsu and Jugo) to take part in the war if he so wishes.
It is my suspicion that Sasuke will allow Orochimaru to temporarily take over his body so that he can use the power in the scroll, Orochimaru is incapable of forming hand seals because of Shiki Fuujin (RDS) and therefore needs a co-host body (whose arm part of the soul is still intact) to perform the hand signs required to use the scroll. Suigetsu was worried because this temporary body possession of Orochimaru on Sasuke may become permanent, and thus, Orochimaru will take full control of Sasuke, if that happens he will acquire all the powers of Sasuke like EMS, and he can take charge and control Hawk (Suigetsu and Juugo) with brute strength, and order them to take part in the war by force. When Orochimaru was revived, he confessed his perpetual desire to take over Sasuke's body, but pointed out that he doesn't have the strength yet.
So why would Orochimaru say this? he knows his arms are sealed forever and he does not have the power to take over Sasuke's body and yet, he remains confident than he can take over his body someday?
It is because Sasuke will allow Orochimaru to possess his body, but Orochimaru will not be able to take full control of it (Sasuke and his EMS will make sure of that) he wants Oro to possess him so he can use the power of the scroll because he absolutely wants to meet "The One Who Knows Everything" and Sasuke is making a calculated risk of being completely overtaken again by Orochimaru just to use the power of the scroll and meet "them" Oro is waiting hopefully for the opportunity for Sasuke to let his guard down so he can assume total control of him, that is why he is reminiscing Oro's cursed seals at the bottom panel here:
Of course I am confident that any attempt of Oro to take total control of Sasuke's body will end up in failure.

So logically speaking, it's absurd to revive Orochimaru if he can't use his arms. Why would Sasuke want to revive Orochimaru if he was useless? (unable to use his arms and use the scroll) the answer is because he will allow Orochimaru to possess him (albet temporarily) to use the scroll, that is why Suigetsu said afterwards "BUT that's the danger here, he'll try to take over your body again!!"

It is because Sasuke will allow Orochimaru inside him.
The seemingly (face value) self-contradicting statements between Sasuke and Suigetsu:

to use scroll but then pointed out Oro still has no arms even when revived and then says Oro will try to take over Sasu's body even though he was armless and weak then Sasuke wanting to press on reviving Orochimaru anyways. So why revive a useless Orochimaru in the first place?

Its because Sasuke will be the enabler for Orochimaru to use the scroll by becoming the host of Oro's soul inside his body. That is the only logical reason why Sui would say its dangerous to revive him and make him use scroll without the capability of doing it himself coz he's armless. Because Orochimaru cannot do it per se but he can do it while possessing the body of another and directing that body (Sasuke's) the hand seals to perform the jutsu of the scroll.
When I say co-hosting, it means it's not a full assimilation of one consciousness over the other like what Orochimaru did to Genyumaru, meaning both the consciousness of Sasuke and Orochimaru will still be intact (inside Sasuke's body) and that Sasuke (the original and dominant consciousness) will only allow limited control of his body from Orochimaru like performing the hand seals to use the scroll.
Concerning the insufficiency of the hand seals by itself and the necessity of Orochimaru's revival:
Some have objected that a simple sharingan genjutsu would allow Sasuke to perform the hand seals required to use the scroll by forcing Orochimaru to divulge it, mirroring Itachi's method of making Kabuto release Edo Tensei, however I don't think the hand seals themselves are sufficient for the scroll's activation. Most probably the jutsu in the scroll works the same way as his cursed seals, they respond only to Orochimaru himself (whose chakra they are infused with) so I don't think the hand seals for the jutsu is sufficient in itself to activate the scroll, Orochimaru must be the one to perform it for they respond only to his chakra signature. Hence Sasuke's words "There are things only Orochimaru can do."

your arguments seem plausible: ressurect a useless (jutsu wise) Orochimaru, temporarily give him your body, let him do some tricky **** then throw him out the window.
