Let's see the most extreme cases would be:

- Madara laying waste to the Kages.

- Zabuza using a kunai to kill all the men in order to reach Gato.

- Gaara killing the fodders before his match against Sasuke.

While your right on both counts, the genjutsu was still very real to sakura and my opinion is that Kakashi warping a young girls mind into seeing that image counts as a violent scene.
