I'd say the best character with a high level of the right skill, personality, and design (especially recently) is Naruto. He has talent of both hard work and in combat strategy. Has probably one of the best personalities (when he is serious or being a friend), and with this cloak he looks rather epic.
Worst: IDK....Udon from the Konohamaru team....of the closer to main characters Maybee Tenten....simply because all she was allowed to do was hype ANOTHER character (Neji-nii san) in part I and was given barely any character personality developement.
