If this extended out to all villages I'd choose Temari, she seems to have all the perfect qualities of a Hokage aside from her arrogance(e.g ten ten vs temari fight). She's strong, Independant and has shown to be more intellegent then average.

If it has to be from the Konoha 11, none of them are really fit for it, but I'd have to go with sakura as she's the closest to Tsunade of the 4 konoha girls.

If we exclude adults then I'd definitely choose Sakura. She's actually pretty smart, wasn't is said that she was the 3rd smartest of the Konoha rookies or something right behind Shikamaru and Shino? She'd surely keep the medical field alive and well. Honestly how negatively emotional does she get when it's not about Sasuke (a taboo issue among her and Naruto)?

Out of the k11, she's arugably the strongest girl, and smartest girl. Healing, etc.
