Hypothetically speaking if naruto didn't want to become the 6th hokage and it had to be a women who would you choose, hinata, ten ten, sakura, or ino who would make a better hokage, (including skills, battle smarts, and such)

Quite frankly, no female from Konoha is presently promising enough or deserves that position. Not being sexist; I'm simply being realistic. Though if I had to choose a female to be the Hokage, Sakura seems like the only one who has the potential to become a decent Hokage.
