The user in front of the targets eyes would teleport anywhere to confuse the target, it would even create unreal seals to make the illusion seem realistic. Since it’s a quick illusion of a rather quick technique the genjutsu is quite difficult to detect because a genjutsu of teleportation is unexpected and the targets would commonly react on instincts and try to defend himself.
