In disadvantageous interactions, Mirror Release requires 10 more chakra than it would normally require to reflect the technique. The second aspect is access to the Mirror World. The Mirror World is a parallel dimension that can be entered and escaped via a combination of mirror release and a reflective surface. You're using water/lightning reflect a jutsu which just wouldn't be possible. At best it could be done with fuuin by sealing and then releasing it back as seen in Madara's gunbai techniques. Even if this was possible with the skills you chose to base it on, this would simply be a single technique, not an entire element. Then to top it off, this line, "The second aspect is access to the Mirror World. The Mirror World is a parallel dimension" is you creating your own space/time for a CE which: 1.
