I'm pretty sure they are removable by pure strenght. If they wouldnt be then the first and second hokage would be out of the game. Plus the fact that Nagato tried to stop hinata from breaking those rods is pretty much enough to conclude that if he didnt intervene naruto would be freed by hinata.
