In my opinion Naruto is hokage worthy strength wise. Mentally im not sure but cut him some slack he is only 16.

I know most of you think Goku is the strongest but don't forget Gohan is the one to defeat cell when his father could not. When Gohan is angry he is unstoppable I believe he is the strongest.
