This has probably been asked/answered before, but sorry i'm new. Tell me if it has. But why are Forbidden Jutsu not Forbidden? I mean some are, but most of the time they are used without restraint. The biggest example of this has to be the Shadow Clone Jutsu, anyone got an answer?
