It was mentioned that IZANAGI require a Senju blood/DNA/power to activate (Tobi&Konan fight) and also that the Senju blood/DNA/power only boost the jutsu (Sasuke&Danzo fight). This is a mistake known Muphry's Law - en.wikipedia.org/wiki/Muphry's_law. where the author cant see his own mistake...
