Its a way of keeping the story interesting and moving along. Its like playing with your food before you stuff it into your face. You have the ability to eat it, but would rather have fun while you have the oppurtunity. Madara is simply playing with a new toy.

Just like to say thanks for giving me a place to vent my frustrations. My friends and I can spend hours arguing over naruto, and now i can surprise my friends with this newfound naruto think tank. :)
