I think it was just Danzo trying to take advantage of the situation Itachi was in.

He's a bigot. He grew up in a time period of hatred against Uchihas and war and he was molded by it.

Orochimaru's consciousness was in the cursed seal he placed on Anko, and Sasuke had Jugo reverse the seal and revive Orochimaru.

Maybe the hate had gone too deep.

I'm still not sure how it works but when he switched bodies near the end of Part 1 he was able to physically use them again, but he couldn't use jutsu anymore that required handseals until now. Why he could summon snakes and the gates is beyond me though.
