Well at one point in the manga it did sat sasuke's complete susanoo only it wasnt as big as madara but maybe he can r mayb he really need reningan 1st.

Sasuke will surpass uchia[madara]=uchia[sasuke] most of the younger generation always surpass the older ones.sasuke will get reningan and fully complete susanoo. naruto also because he is the sage reincarnation do i need to say more. this is a fact face it fanboys.
