As a clan yes but the Uchiha do have extremely powerful members that can defeat a Hyuga. Based off what the manga says (Sasuke to be exact) not every Uchiha can even activate their Sharingan.

I have to say Neji's death was almost completely avoidable. Remember when Naruto punched him during the exams and he released his chakra and began his kaiten? Same thing could have been done with those sticks but it's like Kishi forgot his own characters abilities.
