I say it is more capable of thoughts then that of an ant, it's pretty much a Chakra being, like the tailed beasts, but it is fed by it's user....i say the Susanoo have thoughts that maybe are linked with the user, so therefore it makes it's own actions faster and easier for the user to pull off?

Actually tobi could be a henge of Madara, listen for a sec.... Madara has Hashirama's DNA and can use Mokuton, specifically the Henge transformation Therefore Madara could have just made Tobi out of a clone, that way kabuto could still revive old Madara and still have clone Tobi around
