which Naruto character would you say makes the best use of the ninja tools that are available? ninja tools being: kunai, shuriken, smoke bombs, flash bombs, exploding tags, etc. the tools that they use should be carried only in a tool kit that is on the ninja's belt... so i'm gonna count...
